O LOG-IN África é uma iniciativa do Centro Africano de Investigação e Formação em Administração para o Desenvolvimento (CAFRAD), que vai garantir a efetivação e implementação, dentro das perspectivas pan-Africana, da divulgação dos resultados do evento, através da publicação dos artigos em journals do mundo.
Além da publicação dos artigos aprovados, o CAFRAD está patrocinando a ida dos primeiro autores ao Egito (Tânia Cristina D´Agostini Bueno e Thiago Paulo Silva de Oliveira), para que possam apresentar os artigos durante a conferência, e debater os resultados com os demais participantes. O presidente do conselho científico (licenciado) Hugo Cesar Hoeschl, post doc. também participará do evento, palestrando sobre governo eletrônico e gestão do conhecimento, à pedido dos organizadores.

1 - The Three-dimensional Knowledge Management of Legal Information through Ontology: an Exercise of Electronic Government
Abstratct: Discussions about Electronic Government are no longer so foreign to the citizen, bringing benefits and opportunities for the real exercise of citizenship. The creation of an informative community on the Web to develop legal ontology is characterized as practical of electronic government, therefore the development of this scientific research comes in reply to a world-wide scene, where the legal decisions are globalized and interactive.The new challenges of the knowledge management in the electronic government are in the creation of innovative models of information visualization.This work describes this new vision of information organization through the application of a three-dimensional model of governmental knowledge management in the Legal area based on ontology. This project called Ontojuris (www.i3g.org.br/ontojuris) is initially structuralized by research groups of some universities with the objective to create a common language (ontology) to assist the search of legislation and legal decisions (Jurisprudence) in the area of Copyright Law, Consumer Contract Law and Computer Law.The project will allow the creation of informational communities as practical of electronic government and the result gives important implications for public participation and consultation in law projects especially in those where the citizen participation is decisive. The Ontojuris project was conceived as a way to organize, share and discover information about law by building groups and communities networks and encouraging inter-university cooperation through transfer of knowledge across borders. The project was set up in 2007 and has aroused great interest among Member-States.
2 - Electronic government actions for the laguna city hall from the modernization of the city’s public administration
Abstratct: This article approaches the subject of modernization of the local public administration supported by Information Technologies, applied to the Laguna City Hall (PML – Prefeitura Municipal de Laguna), in Santa Catarina, Brazil. City halls' commonly faced problems were approached by theory, as well as the difficulties faced by the citizens, who demand governmental services. However, the government is also slowed by the lack of information technology resources, for the high bureaucracy degree holds processes and raises cost and time of everyday activities, as well as maintaining governmental actions in a non transparent manner. This paper also approaches the subject of tax collecting and the approval of the Fiscal Responsibility Bill of 2000, which has imposed a series of rules which the public manager must abide by, since a great share of those rules can be easily executed with the utilization of information technology. This article approaches the PML, showing saturation points, and making propositions of the implementation of the city's electronic government.
3 - Decision support system for city hall – An exploratory research
Abstratct: Public administrations must control budget and expenditures while focusing its actions. These actions should necessarily be focused in the efficient use of central and local government resources. Information Systems have been widely used for information production in public and private organizations. The great amount of information demands development and use of intelligent systems. The public sector (mainly in countries in development) lacks intelligent systems capable of valuing tributes, estimating budgets and expenses, and delivering information about the application of such resources with the highest efficiency. Such information is available intra or inter-organizationally in government sectors, which aids and facilitates processing and analysis of data. That should improve use of information in the process of the responsible agents' decisions in the local administration.
